2) That's complicated.
3) On desktop disable "Use Tab Zoom" in settings > Webpages.
On mobile, enable "Show zoom option in main menu" in Settings > Content Settings > Accessibility. Then open the :vivaldi_gray: main menu > Zoom to adjust the site's zoom level.

You could try moving the icon also while the Toolbar Editor is open (main Vivaldi menu > View > Customize Toolbar). In that case you don't need to hold down any keyboard keys and can just drag the components around.
